EV continues to blink on Innova 3030 OBD2 tester, who has had t his problem?

(2001 XJ) I have done a lot of work to my emissions in order to get it ready to pass.

In short I have, changed spark plugs, fuel injectors, coil pack rubber elbows, cylinder head etc. I have emptied just about every pocket. I clear the codes and the Jeep runs all the monitors again. One by one they stop blinking except for the EV. (Evaporative Monitor). In the past, it didn't take long for it to throw an emission code like P0456 etc. But after driving it considerably more it is still blinking. And blinking. I keep hoping for it to stop and go green or give me an error code. I think I have finally addressed all the leak problems but yet it continues to stay in test mode. Has anyone had this problem ? I am looking for suggestions from emission experts.

How many miles have you driven it? Mine only took 25 miles for everything to set this last time. I did notice that the more you drive it on the highway, the faster everything was ready. Just driving around town was not setting all the monitors for me.
