Engine surge when I step on it???

So my 98 sport has been having a small issue lately. When I step on the gas from a stop/slow roll, it will downshift and rev, but right after the downshift, for a split second the power will 'surge' like I hit a wall, then run like normal.
There is a nice buck when I try to get on it. I'm thinking o2 sensor, but I was told it would throw a CEL if this were the problem. Maybe bad spark? Plugs? I have new wires on her, but maybe something else?

Not ALL codes turn on the light. Could be o2 sensor or many other thing. What you describe is a hesitaion. I be looking for a fuel supply issue, filter or pump or injectors or TPS or CkPS.

Check your TPS. My 5 spd on every shift it was like you turned off the motor for a second and then stomped on the gas. It would whip your head back and forth. And on the freeway at cruising speed it had like a miss. Fresh TPS all better now !
