hai,
I have jeep cherokee 4.0L year 1984..roadtax at malaysia so exspensive so I need convert to small cc..what U suggest?

Try to find a 2.5L four cylinder. They were the base engine in cherokees for many years, and can also be found in wranglers. Not the most impressive engine IMO, but if you are trying to dodge a heavy road tax, this might just be the easiest swap to do.
