nope.. they wont even pass one with the check engine light on.. in Cal. and Ohio, anyway..
there is some stuff that you spray on a sensor to unstick it.. ask at the auto parts store.. i bet they would have it

There is no triggerable emissions light on an 89....
It is set off by a timer under the dash. Pull the timer.. the light will never come on again. If you look under the dash towards the heater controls, it is a smoked plastic box with white gears inside. Unplug it.. you are done.

It is there as a "reminder" to check your emissions equipment (Oxygen sensor, EGR, etc) since there is no CEL in a renix cherokee...

It tells you when you reach 82,500 miles and to change the 02 sensor,they were changed out by the dealer. I doubt you can still get them. I would just remove the bulb and it will be fine,not the same as check engine light.
This addressed a problem with a 1989 XJ Laredo that I just bought. The box in my XJ was closer to the vent under the steering wheel, but it did just what the post said it would do. Thanks. XJ forum!
