Default "Electro Deposit Primer" - Body work question-

Cosmetics and body work are not my forte...

This eBay link says the fender is coated in "Electo Deposit Primer." Does it need any further primer or does that mean it's ready for paint?

I always sand that stuff with 320-400 grit and prime over it.

electro deposit primer is a thin layer of paint to prevent the panel from rusting, so sand and prime before painting
