Usually when multiple systems go at the same time, it is the fusible links on the starter relay.

Check wires. Start pulling your loom back and look at the wires that run off your headlights and what not. Get a wiring schematc and look for relays that these wires run to. That's a good place to start.

First of all, I shouldnt have to go into your Photo album to find out what kind of jeep you have.. Please update your profile with your Jeeps specs.

Anyway,
I would check for loose wires, bad grounds, blown fusible links, etc. I will look through the FSM wiring diagrams tomorrow for you and will see if any of these systems have a common ground or power wire. But, right now I have better things on my mind, like sleep...

Right hand fender well right by the battery. They look just like green or orange wires connected to a 8mm post.

Have you checked/cleaned the ground to your Headlight switch? It looks like there is a red or green fusible link going to the headlight switch too, I would check that.

Do you have interior lights when you turn the **** all the way to the left? Your headlight switch may be bad.
Looks like it controls interior lights, low beams, and inst. panel lights.
The high beams go through a different circuit, ever notice you can turn them on without the low beams on?

Thanks for updating your profile, too...

do your parking lights come on when you go to the first position on the headlight switch?
Did you check to see if your interior lights work from the switch?
You said you checked the fuse for the instrument panel?
Looks like if you run power from the red wire to "ORG-T" Your instrument panel lights should come on, unless you have a short somewhere or the fuse is bad.

-yes parking lights on in first position.
-interior lights work off switch.
-checked the fuse panel the fuse for the gauge lights is dead no power in to it but if i add 12v to it the gauge lights will come on.
im gonna mess with it a little bit more see what happens. The fact that the power to the inst panel is dead means ive got a short some were
