Electrical issues and questions

I would like to get them working right! I'm just lost on where to look to get them couple extra volts going to them and just a tad less ohms in the ground department?

I have taken apart, cleaned and aired them out(not actually with an electronics cleaner though). Haven't replaced or actually tested any relays with a meter. I do have dual batteries mounted in the rear. Stock battery ground wire from engine is bolted to body and through frame. New ground connect for dual batteries mounts to roll cage. Can that be problem? I have had it hooked like that for 3yrs and before dual batteries install the TPS was still getting low voltage to it. Like i said the previous owner had neglected the jeep and wires were chopped here and there, vacuum lines shot out and disconnected and there was actually a paper clip in the TPS connector. I have corrected things, but as you can see its not perfected yet...
