Just went out and cleaned up all of the grounds again, and found the G106 grounds and cleaned those as well.
Battery voltage with engine off: 12.80V
Battery voltage with engine on: 14.45V
Body ground connection Ohm test: 0.2 ohm resistance
Engine still bogs down.

Did you do these mods?
What all mods have you done?
Did your problems start after doing mods?
Troubleshooting problems, especially electrical problems, in the XJ become very difficult when modifications are made.
~~~~~~~
It's good that you got the engine bay grounds out of the way. Now would be a good time to revisit all electrical mods wiring to make sure there are no loose wires, chafed wires, etc.
Edit: Sitting in the Jeep, with the engine running, doors closed, brake not applied, and widows not touched - Turn the headlamp switch on and see it causes a boog down. In turn, activate each of the switches on the floor console and see if any one switch causes a boog down.
~~~~~~~
Have you tried to see if the problems are the same with the trans selector in Neutral?
As you know P0705 is Range Sensor
The diagnostics procedures states that:
No Transmission Range Sensor signals are received or two conflicting
signals are received from the Transmission Range Sensor at the same time by the TCM.
One of the first things the diagnostic procedures for P0705 is:
Verify the brake switch input to the TCM is working correctly.
We can get to his later but first, unplug the connector from the Transmission Control Module and see if it makes any difference with your problems. This will trigger a new DTC.
Too bad you can't retrieve all DTC's pending or stored in the PCM/TCM. It may help.
Get back with any results.

Just reading through this thread, sounds like you have the ground covered. Just a thought, i would inspect the c200 connector , it is a large grey connector under dash to the left of the steering column, most of your electrics pass through this connector. Wondering if it is not a loss of ground but corrosion , losing voltage due to high resistance. What do you think CCken

Edit: C200 has caused problems for other people after doing an HVAC unit R&R or doing other mods that cause the C200 to be disconnected. Some of the problems were attributed to C200 where it was not connected/reconnected properly.

CCKen, your knowledge of the XJ's electrical system truly amazes me. Thank you so much for the advice that you have provided thus far.
The problem is fixed! I probably should have done this first, but I just checked the wiring behind the driver's side body panel in the trunk, and sure enough, there was a loose ground. I cleaned it and tightened it up real good, and boom, no more bogging down. I didn't think wires all the way in the back would effect the windows rolling down, but I'm glad I checked.
Thank you again for all your help!

What made you look back there - a mod?
Go ahead and spill your guts.

CC, I had no doubt
....slowly getting my ground pics collection from you complete..( in case you'll ever try to go on vacation, and the rest of cherokee world is deprived of the correct ground locations, I'd be able to gain time until you'd be back)

I had 4 KC's on my roof rack that I took off on Sunday, that were grounded to that point in the trunk. Apparently I didn't tighten the screw back all the way, so it was only making partial contact with the stock ground, therefore causing my problem.

I don't know what you have. Do you have G102 in the engine bay?
I am working on a collection of pics for relocating the firewall ground but that's more of a How To collection.
Here's a pic of how I addressed the firewall ground at the cylinder head (not part of the relocation pics). Just added two nuts for a better ground connection. I've since relocated this ground.
