Default Electric gremlins

98 XJ 4.0 Manual w/114k miles.

So we have two weird issues going on.
First- electric radiator fan turns on and off pretty regularly regardless of what temp gauge is reading or how long it's been on.
Second- gas gauge sometimes ticks. It will read about 1/4 tank (for example) then pop up to 3/8 for a second and back down. Completely at random, not very often... Very weird.

So far I have followed TJ's standard response and I replaced the primary engine ground from the block to the firewall with a new #6 cable, cleaned the dipstick ground and re-seated it. Also replaced the e-fan relay in the power box.

So what am I missing here?

ac control set to off any other position will make it run/cycle?
