Do you have your defroster or ac on?

That fan will cycle when you have the ac compressor running.

Could be a bad temp. sending unit. The relay that runs that is in the main PCM so be careful not to fry it testing things.

There are 5 positions on the vent selector that engage a/c. Efan is on when a/c compressor is engaged. On/off cycling could mean low refrigerant.

Might want to verify coolant temp, the CTS (as suggested), fuse/relay/something electrical, etc. 218 coolant temp or compressor engaged are the 2 criteria that turn the efan on when all is functioning correctly.

When u say "even if it's on heat" is not clear. Heat is way more powerful than a/c. There are 5 vent selector positions that engage the compressor, which engages the efan. If the heat selector **** is turned to the red (hot), the compressor (and efan) can still be on but u feel heat, not cool. Just saying make sure the vent selector is not set in one of the 5 positions that engages the compressor.

If the fan comes on at all I don't think it would be a fuse.

Are you referring to turning the blower off or turning the whole system off. Turning the blower fan off doesnt turn off your heat and ac.

your compressor will run on any of the ac modes, or both of your defroster modes.

So the question still remains. Are you running with your defrosters or ac on?

How did you wire it, did you use a relay and fuse? I'd like to do the same thing with my 99.
