Electric Fan Issues

Electric Fan Issues
90 XJ 4.0. Just put in a rad that I had as a spare. The rad shop tested it and said it was good to go. New coolant, t stat and elec fan.
Today, the XJ started getting real hot and the coolant was bubbling in the reservoir. Checked and my elec fan wasn't coming on. Jumped it to the battery posts and the fan worked. Swapped relays from pass side near battery into both relays that are on drivers side fender area. No luck.
Is there an order of things I should look at? From researching, I'm getting a little confused between temp sensor on engine block and sensor on the lower drivers side of the rad.
Can anyone help me with where to start?

Mine wasn't working either for some reason so I put in a relay and a switch in the dash so that I can run it whenever I want including when the engine is off. I don't know about a 90 but on my 97 if you jump the fan relay it will set a CEL
