Not all the time. On a lot of vehicles that is the case but then there are the other ones... The other ones come on by temperature (which is normal for electric fans) and they are also commanded on by the computer when the a/c is on and the high side head pressures reach a certain point. It could be 250 psi on the high side or somewhere around there. With this colder weather it's not uncommon for the high side to run constantly around 175-200 psi so the fan may not come on that much. It's not automatically on whenever the a/c is on...

Did a little searching and on the 2000 and 2001 Cherokees the fan comes on like I described but someone stated it would come on when the high side reaches 300psi... on the older jeeps it might be set up where the fan comes on immediately when the ac is turned on but since you have a 2001 it would be set up the same as mine...
