E fan keeps kicking on

So I went to go start the trail rig since next weekend I have a run with my club and have a ton of things to do on it before hand. Anyways went outside and started it. Amps were low but once the jeep started to warm up, it started to charge up. Anyways the E-fan kept kicking on. Maybe every 10 seconds, the compressor was as well. Now I'm thinking the cause of this was the fact the past couple days we had tons of rain and that the hood was slightly open because the hood cable is broken. Maybe water got in the connector and is causing that? Any advice would be great. At 13 years of offroading this is the first time this has ever happened to me, lol.

The Heat/AC control panel mode selector would have to be in a AC or the Defrost position to let the PCM know AC is requested. Is it?
Pull the connector off the Low Pressure Clutch Cycling Switch on top of the AC Accumulator and see if there's water in the harness connector or the switch.
When AC is requested, this switch's internal contact will close when the AC charge is high engough to activate the switch. The switch will complete the circuit to the PCM to let it know the system is ready to operate. The PCM will then provide grounds to the AC Clutch relay and the Radiator E-Fan relay. The clutch and fan will cycle on and off while AC is selected.

That's very normal. The gauge needle should be around the 210 mark, or a little less. If you see the needle get to around 220*F, expect the E-Fan to kick on.
Ok, the e-fan should come on at about 218 and whenever the A/C clutch is engaged. What about the fan clutch? Mine overheated last weekend in the desert, and when I pulled over, the e-fan was running. I shut it down, and spun the other fan with no resistance from the clutch. I'd have expected it to be harder to turn, like when it's cold.
