OK yea I know what your saying now. That thing is a ***** to get on. but yes drum brakes are very annoying! So if the lever that hits the star wheel is put on like backwards...thats not the right word...idk how to say what im thinking.

My first guess from what you state is that the spring that holds the lever to the adjuster is not functioning correctly. Just a guess but might give you a starting point.
Ok what do you mean the spring that holds the lever to the adjuster? The spring on the lever seems to want to hold it away from the star wheel.

well Im gonna stop badgering everyone. I have sufficiently pissed myself off @ the brake. I am taking the old advice of turning the light out. I shall return to this little bugger in the AM. Gotta get it done before monday tho. Thanks for all your fast responses. damn I figured nobody would wanna look at a beginners brake problem.

I just did the drums and I had this exact same problem on the left rear one... I was using all new adjuster hardware, and it seemed that the adjuster cable that ran down from the anchor pin was just a little too long, so the adjuster level wouldn't contact the gear. Then I noticed that the hole where the cable attaches to the anchor pin was slightly bigger than the pin, and I was able to move the cable over a little bit (so the extra room was on the right) and this tightened the cable, and allowed it to engage.

Just something to try, hopefully I explained it clearly.

Make sure the the little donut-shaped piece that connects the cable to the anchor pin is as far left as possible. If it's bigger than the anchor pin, which mine was, allowing it to sit all the way to the right will allow the cable to be too slack, and the adjuster level won't reach the star wheel.
