Buy a simple lamp tester and just run a relay that is spliced into the fog light hot wire. My driving lights are spliced into my high beams and i am going to splice a set of fog lights into my low beams.

Poorly hahaha I went to the local scrapyard and for $5 i pulled an extra roof rack mount off a similar XJ. Drilled 4 holes and mounted the lights that way. I should have just mounted them to my roof rack but i have a problem with drilling into a $300 roof rack hahaha.
Yeah just go and get a 30amp relay and have the relay set to switch on with your fog lights or low beams. I saw a kit will a remote switch to turn the lights on that looked cool, but just not worth the money in my mind.

thats how i mounted my lights too...i think its great. also, i hooked mine up through the fog light wiring, i just got down under the jeep where the fog lights were supposed to be (easily seen by their bent/snapped brackets where the lights used to be before the previous owner got their/my jeep a bit to friendly with some obstacle) anyway, the wires were just dangling, so i hooked it up down there, ran the wire through the engine compartment on the battery side, up through some super tiny gap near the firewall, and then covertly up to the light bar on the roof. i have no idea if that was helpful...but it was easiest way i could think of to utilize the fog lamp system.

Here's the diagram that I used to wire my Hella 500s on my front bumper:
http://www.accessconnect.com/fog_dri...hts_wiring.htm
The only thing that I did different was the trigger source shown as the green wire that goes from the high beam to the switch. I was hesitant to tamper with something as important as my headlight harness so I went another route. Go to your favorite parts store and get an add-a-circuit (I needed the mini fuse style for my '00):
Then, you have the option for the lights to turn on with high beams, low beams, running lights or whenever the key is on depending on which fuse you replace with the add a circuit. Also, you only have to run the trigger wire (yellow) in to the cab from the relay to your switch.

if your talking to me ya thats what i did!
i love it too man, super easy to do...i just got some quality hardware from the home depot...washer, nuts, bolts you know the deal. i just got an extra cross member thing off a parted out XJ (im sure 2 are fine tho)...threw the rack up there...clamped it down with some wood working clamps to keep it in place...then put a tshirt under the rack to protect the roof...started drilling straight through...then i attached the hardware through the holes...took about 30 min?
was better than dealing with the stupid mounting brackets that were supposed to attach to the stock rails...mine were aluminum...and the hardware had bonded with the aluminum...so i had to do it my way.
im a bit upset i didnt get to incorporate duct tape into the build...

I really dislike the stock roof rails. they work...but bounce around alot. Then because of that and the poor quality of the light mounting system they become unaligned. If you do go that route make something will hold the rail steady. Oh and just take the rail off to do the work. no point in trying to work on top of your jeep. I made a harness so if I want to I can just disconnect and remove the rail completely.
