dont know what is going on!? 99 wont start

dont know what is going on!? 99 wont start
alright so yesterday morning i got up to go to the gym. jeep satarted just fine then i stopped at the convenience store to get some grub. came out and tried to start it and nothing! all power was gone the volts read under 9. there wasn't clicking or anything. so i try jumping it. with the cables on everytime i tried to start it the volts would just drop to nothing everytime. so i tow it home and take out the battery to get it tested. it tested just fine and took a good charge. so i put it back in and it did the exact same thing! so i thought the starter died suddenly and was sucking all my power. i take it out and get it tested, the dude tested it probably 7 times. the first test it failed and it sounded bad. after that it sounded better and better and it was passing. so i take it home and clean it up and re-install it. my battery was dead so i hook it up to cables again and it starts right up. i let it run a while and turn it off. try to start it again and nothing! it just drained my battery again! do any of you know what is going on with my cherokee

I think your starter is bad. When you removed it and took it to get tested whatever was wrong got fixed thru movement and handling. Like corrosion, bad brushes, bearings, etc. Now that it is back on the engine it goes back to the same fault.
Try this, when it does not start, hit it with a mallet or hammer and see if it starts. What this does is jar the starter and it may then start. Don't hit it hard enough to damage something. You just want to vibrate it some to see if it starts.

tap the starter with a hammer, give it a healthy thump but not too hard.
I know alot of people that didnt have the money for a new starter and had to do this all the time to get their vehicles started...

it was actually the starter plus battery terminals! i put in the new starter and it did the same thing to me. then my neighbor walked by and said well maybe you just need to clean your terminals and i thought hmm thats a stupid idea my battery is all clean! but sure enough cleaned them up real good and it starts real easy now
