DOH!!! Broken Hitch bolts. Any suggestions?

Hey newageoutlaw, yes, I installed the hitch myself. There seems to be some confusion as to what I'm talking about so I will break it down again.
1) Drivers side has bolts that feed through the frame and the nut is on the outside
2) Passengers side, the bolts feed up into the frame.
On my 2000XJ, there are 4 bolts on the passengers side. 2 of them backed out. 2 of them are rusted pretty badly and upon removal, the heads snapped off. Now they are "studs" because they lack the bolt head.
