Have you looked the AC componants over?
Is anything leaking?
Does the compressor make funny noises?
Does the compressor turn on when the AC is switched on?
You may just need to get the refrigerant recharged.

Yes...lol...you are right about the AC compressor being the thing driven by the serpantine belt. I love it when people use the same technical terms I do. Switching on and off every few seconds is a good thing. it is working. it should do that when your AC or Defroster is on.
Okay, so does your AC just blow hot air when it is on?

gaskets are leak issues, and hose/tube fittings. you would hear it and/or your system would be losing pressure. I had a slow leak in mine, all I had to do was put in a can of some sort of sealer **** and some more refrigerant.

Dude, take it to a shop and have it fixed right, you'll save money in the long run. You're not sure about where the compressor is and what it even looks like, take it to a shop.

A/C systems do not need regular recharges, if the system in low on charge it's because of a leak. How often do you recharge your refridgerator? Refridgerent does not wear out.
