Default Disconnected Vacuum Hose

I have a 96 XJ Sport 4x4 4 door. I was changing the oil today when I found a vacuum hose (or at least I assume it is) that was disconnected.

My air vents in the vehicle don't work so all the air is diverted to the defrost vents. I've been told this is due to a disconnected vacuum hose. But I've never been able find it.

So I took a picture of it and wanted to know if anyone has any idea where it goes.

The disconnected end has no suction or air moving through it.

Second photo is where the hose comes from. It is the gray hose coming from the bottom middle of the picture.

Looks like the vacuum line for the heater control valve, which is that thing connected to the heater hoses.
