Most often, what you describe when the bulb is good is either a socket issue or the wiring going to the socket. It could be either front or rear. Both front and rear going bad at the same time is unlikely, but anything is possible, especially on a 21 year old vehicle.

Get yourself a 12v test light and check the contacts within the sockets if they are receiving power when you turn the lights on, both parking and turn. If one shows bad, then, removing the most amount of wire possible and still having enough slack to plug it back in to the assembly, replace the offending socket.

If your test shows "no power" on both the front and back lights, then the issue is farther up the harness, possibly up to the wiring in the column or turn signal switch itself. If both the parking and turn filaments won't light, it's likely a wiring issue rather than the switch as these vehicles have separate headlight and turn switches. Now, you're getting into a more complicated diagnosis which may entail pulling the steering wheel and checking both the switch and harness.

If all of this is beyond your pay grade (no insult intended), get someone that has experience working with automotive electrics to help you or see a qualified mechanic.
