I want to adjust the differentials in my 99 xj 2wd. I want both tires spinning at the same time. Does anyone know how I can do this? And the numbers id need?

its called an open differential.

what your asking for is a locked differential.
driving a locked differential on the street is a bad idea for alot of reasons.

Why is it bad for the streets?

As you go around a turn, the outer wheel is going faster than the inner wheel. If you force them to spin at the same rate, something's gotta give (break).

Your cheapest logical route is a lunch box locker.

What axle do you have? Do I dare ask?

Why? Unless you dumped a big block blown V8 and plan on straight line drag racing, after you tow it to the track, your rig will be unable to perform any other purpose. If you insist, let me know when and where it's done so I can pull up a lawn chair and beer and watch the fireworks the first time you try to round a corner at a good clip.

I would think you mean you are looking for a limited slip differential?

Ya that one. For off roading purposes. Where I can switch it when I need to.

You wouldn't have that ability. The only thing you can "switch" is a transfer case which would "lock" the drive shaft for the FRONT differential to engage 4WD.

How much off-roading do you plan to do with RWD only?

What is your expectation of "kinda cheap"? Are you discussing an air locker?

Well, we're just saying, using a "locker" you might as well just weld, same concept is achieved.

Any time you want to go playing around with gearing, it's never going to "cheap".

Best option for "cheap" is to convert to 4WD provided the truck is worth it (you know like putting $5,000 rims on a $500 Honda). But thats a bit of work and perhaps out of your league, no offense.

Lots of misinformation in this post, an auto locker releases when going around a corner. What some of you are describing sounds more like a spool.
