Defroster A/C Clutch Engages

Default Defroster A/C Clutch Engages

(just noticed how horrible that title is and I don't know how to change it)
IIRC, it is normal for the A/C clutch to engage when activating the windshield defroster.
However, I would like to use my defroster and my A/C compressor clutch is pretty messed up. When I turn on the defroster, the A/C clutch engages and makes the belt squeal like mad and drags the engine down.
I pulled the A/C clutch relay, but the clutch still engages.
This diagram is a little confusing. Is the A/C clutch Fuse 9, or Fuse 27, both?

Try each one or just pull the ac clutch relay out

And my PDC has nothing in fuse 27 or 9 anyway.
Fuse layout another 1996 unique thing?

Solution (duh): Disconnect A/C Clutch electrical connector.

Theres wires going directly into the compressor that activate the magnetic clutch in the compressor unplug the connector for that.
