Dash/running lights - fuse is good

So, been busier than heck, but the old girl (90 XJ) has been doing fine. Until now.
A couple of days ago my dash/running lights quit working. Checked the fuse and it's good.
I'm getting ready to go out with a test light and see if the fuse holder has voltage and maybe a bad fuse. (All we get is the cheap chinese stuff here)
Everything else is working (brakes and reverse lights)
Is there anything in particular, I should be checking? Should the fuse have power all the time, or only when I turn on the lights?
