Default dash lights stay on please help

hi,
I have a 94 cherokee country im having a problem with my dash lights staying on. they wont shut off unless i pull the fuse for them. what could be the problem?
Can someone help please !!!!

check the power wires. any ghetto rigged wire under the hood?

Since your lights still turn off when the fuse is pulled, you can expect that is not being fed from another circuit. The print shows an orange/black wire from the fuse panel 15 amp marked PARK/TAIL fuse to the switch, then same color orange/black from the switch to the 5 amp fuse marked INST LPS. Which fuse are you pulling?

It's fuse 9 it's a 10 amp
