Default Dash Lights Not Working

So I checked fuse #6 which is the one that controls all of the guage/dash lights and it was blown. I replaced the fuse turned the jeep on and the lights and it blew again...

Has anyone else had this issue or know where I should start looking?

I'd be tempted to pull the cluster, disconnect the lamps and see if the fuse holds. If it does, the problem is in the disconnected stuff. If not it's before that.
