Default cruise not working

I've got a 95 XJ with the cruise control not working. I had the servo replaced and that didn't do it. A friend of mine said it might be something in the transfer case that may be the culpret. Any thoughts or direction on where to look next?

Theres a vac line that runs behind the battery . They tend to rub on it and gets a hole in line. Mine did same thing and took me 3 days to figure it out. Easy fix.
