Cruise issues

I have a 1990 cherokee that I can not get the cruise control to work. I have repaired vacume leaks under the battery area and checked other numerous issues. If you push and hold the resume switch the engine speed will increase but will the cruise will not set. I am thinking the multifunction switch or the servo is bad...how can I trouble shoot to figure which is bad?

(my defrost was stuck on until i repaired the vacume links)

Engine: 12 hole bosch Injectors

Apply vacuum to cruise unit see if it holds , also there A switch on brake pedal that has a vacuum line on it check that....the white one above brak light switch.
