Before getting too in depth I would make sure there are no vacuum leaks.

After checking vacuum on mine (worked intermittently upon purchase, then wouldn't work at all; no other indications the clockspring was bad) I was "working" the switch while going down the highway one day and, lo and behold, the cruise started working again. Mine's a '98 with over 200K on the odometer. Basically, some crud had gotten in there and messed up the electrical connection.

Default Cruise Control

Neither cruise control or horn worked on mine. I replaced the clockspring and that fixed it. Still have the airbag light on when the gauges die. Another issue.

Default troubleshooting cruise control....

" I replaced the clockspring and that fixed it."

I am an experienced shade-tree mechanic, but I am sorry I have never heard of the "clockspring". I too am trying to repair my cruise control. I have traced the vacuum lines from the intake manifold all the way to the vacuum canister behind the right front bumper...all is well. Also, the vacuum valves appear to be functioning properly: after the engine is turned off, I can disconnect the vacuum line @ the cruise module near the battery and hear air being drawn into the vacuum canister. One thing I have not done is to ohm out the cruise switches @ the steering wheel...that's next on the list. But for now, what the heck is a "clock-spring"?

The clockspring is the item behind the driverside airbag. It enables the cruise control & horn to work.

The tale-tale sight is the airbag light is on & the horn doesn't work.

I have 2 of them in the for sale section.

Got it, thanks, that was driving me crazy! My horn works fine, no cruise lamp on the instrument panel though, acts like either the cruise switch on the steering wheel is not closing, or the PCM/ECM is not processing the signal. Might be time to stop by local parts warehouse to read OBD codes...I bought the Jeep wrecked as a project to rebuild with my son, we were successful in getting it going. It had mild front end damage, new radiator, AC core, cooling fan, grill etc. Also had damage to wiring harness, fixed that with JY parts, now working thru the punch-list of small items. thanks again!

If the airbags deployed then the clockspring is toast & needs replacing along with the airbag module.

My cruise control sometimes will not come on (green light on the steering wheel). To get it to work, I have to reposition my steering wheel tilt to another notch. That's kinda dangerous to do while moving, so use caution.

I guess there is a wire that's about to break in the steering column or clockspring somewhere.

airbags did not deploy, but I plan on taking the steering wheel apart to have a look-see at the clockspring wires and switches. I will dc the battery first to disable the airbag...
