Default Cranking but not starting

Hey gang,
I have a situation here that I hope you can help me with... My 87 XJ was working fine the other day. I did an oil change and per my prior posts, I could not find the correct size filter until a few folks here pointed me in the right direction.

I got the oil filter today and redid the oil change. Over the last 3 or 4 days I had the XJ sitting in the driveway with the old oil filter leaking a little because I used a vise grip to put it back in, bad idea.

It had dropped a decent amount before putting in the new filter and new oil. I went to start the car and it cranked but did not start.

I tried jumping it with one of those battery packs. Nothing. The battery is just a few weeks old.

Last week I went to the store, it was very hot out and again the car cranked and I had to jump start it. That time it worked the first time.

I'm thinking that the oil dripping may have messed with the grounds around the dipstick? Nothing has changed otherwise on the car. I also do smell gasoline after cranking the fuel pump on a few times but there are no visible leaks anywhere. I was getting a minor leak on the Fuel Pressure Regulator last week but that seemed to settle.

The fuel pump has been iffy after about 30 minutes of driving, it'll make a loud whirring noise but otherwise, I can hear it turn on every time I turn the ignition, even now when it's not starting.

Any ideas on where I can start looking?

Where was it leaking from on the regulator? Generally if the regulator is leaking the diaphragm is shot and you may not be getting enough fuel pressure.

It's leaking from the red arrow side. I don't know the right terms but there a fuel line with what looks like a plastic cone (?) that goes into the pressure regulator.

Maybe this is a better pic:

Hey, sorry for the delay here. I checked sparks and no sparks with a spark plug tester. I also checked fuel pressure at the rail and I'm seeing 38psi upon ignition so I think it's not fuel related.

Should I go ahead and change the CPS? I have a multimeter so I can always do an ohms test prior to fully changing it.

Thank you!

My first guess would be the CPS. Small chance thats not it, but your symptoms sound like it.

I just changed the CPS and nothing. I'm writing a follow up post.

Check fuses in the engine. When mine did this there was a blown 15a fuse. Replaced the fuse and all better.

Hey, I've only been able to locate 2 and they are not blown. Are there any others? These are on red positive cables from the battery.
