Am I correct in assuming that if the CPS is bad (I measured infinity between pins b&c) then the vehicle won't start because the ECU doesn't know what position the crank is in?

Yep. Exactly right. You won't get any spark. They aren't cheap, so better test it before you buy one.
These things are picky - don't get something aftermarket. Mopar only, or the same thing under the NGK or NTK label. Aftermarket sensors on these things are very problematic, especially the CPS.
