Anytime you do something to the steering/suspension, it's always advisable to get an alignment. As for #2, yes, certainly can. In fact, Stryker has a write up on how to do that exact thing. Probably don't even need to do a drop for a 3", I know I didn't.

1.) Yes, always get your front end alignment checked whenever anything is done to alter it.

2.) I am torn about this drilling of a new hole to move the track bar over. I personally wouldn't do it. In fact, when we put the 3" lift on my son's 87, we didn't move the track bar at all. However, if Stryker has done this and says it works good for him, then it must be a safe modification.

3.) You shouldn't need to install a TC drop kit for a 3" lift. Again, the 3" lift we did on my son's 87 didn't require it. Witht eh 3" lift it still had no vibes. However, if you experience vibes on your XJ then a 1" TC drop should fix it. Maybe add a 2-3 degree shim on the rear axle between the axle and leaf springs.
