I just replaced my oem radiator with the same CSF unit. My temp gauge hasn't reached 210 since installing the new CSF. As for the electric fan running....it will run at any temp, if you have the A/C or defroster on.

Do u have access to a infrared point-n-shoot temp gun? If so, verify temp at the t-stat housing. Are u running a 195 t-stat? Could be stuck open.

i run the stock radiator, with a 180 t-stat, with 1998 grand cherokee heavy duty fan clutch and aftermarket 12" electric fan (in place of my stock one). mine sits between 190 and 200 all day. even after/during hard wheelin it sits right at 200.
but for your 3 row, i would say unplug the electric fan and see if the temp has a more normal cycle.
