Cold weather start issues

Cold weather start issues
Occaisionally, when the weather is very cold (20F or less) my 99 classic (I6) will not idle at all. It will continue to run if i keep the RPMS up to 2000 or more, but if I take my foot off the gas it dies. If I shift into drive with the RPMS up, (one foot on the brake), I can drive it til it warms up then it will idle & all is ok. It seems that there may be some linkage frozen shut or some other thing. Anyone see this before?
