I have a 96 Cherokee 4.0

There is a clicking noise coming from this, if I put my hand on it I can feel it like pulse. It is rather annoying. Will someone please tell me what the hell this thing is firstly, and why it's doing this !? Thanks!

perfectly normal, when it stops that's a problem.

Evap purge solenoid, normal for it to click.

Feed dispenser for the squirrels under the hood. Probably needs to be refilled. Don't use walnuts.
