Correct. They should be covered in oil.

The problem is caused by buildup of gunk/sludge/leprechauns inside the lifters preventing the oil from flowing to the pushrod then rockers. The lifters still pump up but the outlet hole to the top is plugged.

Best fix is replace lifters.

I've taken some drastic chemical measures and so far so good, it is getting quieter everyday. I'll be pulling the cover off on Sunday before/during/after an engine flush & oil change. Am hoping to see restored oil flow.

Did the squeak go away? Ihave the same exact two rocker arms that are dry. Would changing the lifters fix this?

I have a similar chirping sound. It only happens shortly after engine first starts for the day. I thought it was the belt, but no amount of belt-dressing quieted it.
