Seems like if you were using the rear center position as recommended, you would want the anchor centered in the rear cargo floorboard, behind the seat back.

I'll want to install the forward facing seat in the center. Wish I had the LATCH system, but if the Tether can be mounted near that position under the seat, I don't see why that would not work.

Theory in my head is that I could mount tether's to the seat belt receptacle's mounting point and utilize the LATCH mounting system the car seat has. I could be wrong though, and risk injury.

I think I would use the center lap belt through the seat. Then drill a hole through the cargo floor pan (making sure there was clearance underneath first), centered behind the back seat. Run the tether over the back of the rear seat and to the anchor.

If there could be interference, that's probably why Chrysler offsets the anchor to the left outboard area of the pan, near the spare tire. You're getting an angle going on the tether, but in case of an accident, it will still keep the whole seat from tipping forward much.

My '02 Honda Accord sedan has the LATCH anchors plus three tether anchors. The tether anchors are located on the package tray. Easy to see and get to. Nice.

My wife's '01 Cadillac STS did not have any LATCH or tether anchors. I believe the LATCH system started in 2002, which was after Cherokee production ended as I stated earlier.

If you meant to clip seats tethers onto center belt, that I have done. Other clip attaches to bracket that attaches seatback to chassis. Rear tether also attaches to seatback bracket.

There should be two additional locations under seat, near or on seatbelt mounts.
The two additional locations under the seat you are referring to are only available on a LATCH equipped vehicle. 2002 and newer. The Jeep did not have the LATCH system installed from factory AFAIK and you cannot safely retrofit the LATCH system.

The only safe retrofit is to add a rear tether anchor to be used along with the lap/shoulder seat belt and a locking belt clip if the factory belt does not have an auto-locker.

I would suggest everyone read through this document for tether anchor retrofitting. Page 5 has some information on the angles required for the tether anchors.

The factory anchor I had installed from the dealer could be installed in either the rear left or rear right position. There is more information in the TSB # I posted earlier that the dealer can access.

I'm confused, you are using the LATCH system on the seat but also the vehicle shoulder belt in a booster seat configuration?

Typically once you stop using the harness built into the seat (forward facing) you are only supposed to use the vehicle belt (for booster seat, or a convertible seat). Just from what I've seen purchasing seats for my kid. I'd just double check your seat manual.

There are a few companies that sell racing harness install kits, which include high-strength eye bolts, huge washers, and other necessary hardware. These are meant for racing applications, so I'm sure they're up to the task of car seat duty. Here's one example:

I've contemplated buying a couple of these kits to install on either side of the cargo area floor. I have two little ones and their car seats both require a third anchor point behind the Jeep seats. Assuming I can access the area under the Jeep, I think these could be a viable option for the third anchor.

Just so everyone knows, the TSB # has been updated to 23-014-15. Heres your part # 05003422AB.Jeep will still do this at no charge, but you may have to call Jeep Customer service to get it completed. That's what I had to do, and it was a 2 hour headache. The dealer was trying to tell me to pound sand... Once Jeep called, they were all ready to help me out.
