Cherokee will not shift to 3rd gear or overdrive

Hai buddy....how are you
I have the same complaint like u said..in my jeep Cherokee Laredo 1996 automatic .when we put the gear 1&2 it's working..but put in D it's not changing the gear shift...like u said..it's..running 3 or 4 all the time...Reverse working good...help Mr plz....I changed the 2 sensers...governor pressursenser and govenor solenoid pressur senser but weist of time and money doesn't make any change....help me plz buddy what I need to do to fix this problem
