Hey OP. I'm also from the Vancouver area. In may I bought a 98 sport orig owner super clean in and out totally stock with brand new bfg at's on it. Had 214xxx km on it. The transmission was toast so I paid $1100 for it. After getting the transmission done I was in it for $3100.
That was about the going price for an xj with that kinda km's in that kinda shape. I was on Craigslist for the previous 4 months looking and doing research. Thats when I found CF. yay! Haha
Also my buddy just bought a 91 limited with 3" of lift and 215,xxx km. his was also very clean. He paid $2700.

buying an xj this time of year, is gonna be higher than say spring or summer. moving into the cold time of year, the prices are about a k higher, and people will pay it not knowing the true value. keep shopping, dont settle. besides it fun to build your own rig insted of getting someones bag of problems. Look for a stock (one owner ) if possible

Listen man i was in the same situation you were in i wanted the biggest baddest Xj around right when i turned 16 for the cheapest i could. Instead of rushing i just went without a car for a couple months i ended up making 1500 more than that and after 4 months of intensive craigslist searching i'm talking hours on end i found an 01 xj stock for 3500 with 95000. I absoulutly love it now i saved up some more and im buying a lift and getting tires for Christmas. Don't take over someone elses project, build dont buy it.

Take your time and find something that you like. Something a little more to stock would be best they you can put you mods the way you like them and make it you daily driver. I picked up my current 98 XJ from a used car lot a couple of years ago. They wanted $3000 for it. I talked them down to $2500 out the door. they picked up the tax and license. It was completely stock with only 93,000 miles on it. Since then I added a 3" lift, 30x9.50 15. cold air intake and some bumper lights. If you look you can find a good deal it just may take a little time. Good luck on any purchase that you make.
