Default Cherokee NEEDS LOTS of help

Hey guys i haven't driven my jeep in a while or worked on it because of time and money and now that i have both im looking to finally fix everything or at least try and fix what is wrong with it so I will list them all with a little note for most.
First off, I own a 1999 Jeep Cherokee XJ Sport, 4.0 6 cylinder. I'm going to guess the lift is about 4 inches with 33" tires on it. I have put bushwacker flares on it and a roof rack on top.

now that you know about the car i will get in to my few problems lol

1. A lot of my vacuum lines are snapped or plugged off. I don't know what the previous owner was doing before, but id like to know if this affects anything seriously or not, i one time took a look at my charcoal canister and it didnt look to be getting any air from the vacuum lines i'd just like to know the severity and if its bad a diagram to replace all of them properly.

2. I know every jeep owner deals with this, but the gas mileage lol, mine is horrific! I know it will go down with the lift and the bigger tires so i'm wondering what to do. I have replaced my spark plugs and distributor and the plug wires and even O2 sensors, which one broke but i read on a forum here that if that specific one is unplugged will help with MPG (Guess that wasn't true lol) Should I look into regearing, or new fuel injectors, new fuel pump? possibly just new axles? I know my speed sensor is out so i don't even know how fast i go, and i've heard that a broken speed sensor will effect it as well. Also i get about 10 MPG in the city i'm not to sure about the highway though.

3. I've had to replace my track bar twice already within the year i was driving it, the hole on the bracket seems to be an oval now instead of a circle. Is it best for me to just weld a washer on to there? any better ideas?

4. Also when i turn the wheel and it is going back to straight it makes a loud popping sound. Both sides do it but not as much as the left side. Possibly ball joints?

5. possibly a small engine rebuild? I don't know what this all entails but would love to know and would highly consider since it has 256K miles on it!
