I was getting 13.4 mpg in my '95 XJ Sport: I6 4.0L, NP231 and AW-4 auto on el cheapo 31x10.50 Falken all terrain tires (4 inch lift). The engine is a 40,000 mi replacement out of a 2008 JOUO (LOL--"Jeep of Unknown Origin). I aired the tires up to 50, but that was a little much, so I went back down to 40 psi, and started running 89 octane unleaded instead of 87, and my mileage improved quite a bit. Today I filled up and calculated mileage and I'm getting 15.5 mpg.
How you drive a 4.0L has a tremendous effect on gas mileage. The 4.0L engine is pretty similar to the old Chevy inline-6. Lots of torque, but sort of limited on the top end. If you cowboy it off of every light, and run up the rpms, then stand on the brakes, you can expect crappy mileage. I drive the speed limit and try to keep my foot out of the accelerator. Gentle starts, slow stops, and accelerate slowly. Every time you put your foot in it, you are blowing $$$ out the tailpipe. Just my $0.02.

My '01 2wd, AW4-auto typically gets 21 to 22 mpg at 75mph freeway speeds. A few years ago it got 23.9 on an 800-mile round trip between Atlanta and Daytona but I was really TRYING for mpg....driving at posted speed limits, not passing anyone, gradual accelerations, damn near hypermiling. Not really worth the extra 2 mpg...I think it only saved my $10 in gas.
In-city stop-and-go driving drops it down to 16 to 17 mpg.
Towing a loaded 5x8 trailer at 60mph in 3rd gear drops it to 15 mpg.
