Cherokee backfire, sputter, no power

Cherokee backfire, sputter, no power
It is a 4.0 aw4. My fan is on a switch in the cab.
Here is my issue, the jeep doesn't start immediately (about 6 turnovers), when it starts it will die the first time, after this it cranks and runs but idles high (2k) then low or normal. I replaced my intake/exhaust gasket and it ran better but it's still bad and very low on power. Anyhow when I hit the gas it sputters and backfires through the intake, I haven't checked my fuel pressure but I seriously doubt thats the issue. When on the road it feels like it has no power, like a lawn mower engine in a truck, give up around 35 as far as acceleration. I think my check engine light is out so I will be checking the O2 sensor anyhow. Could it be vacuum lines?
New intake gasket
Rotor and cap for distributor
Coil Pack
Plugs replaced a month ago (trail rig so it's maybe got 500 miles on it since)
Newer tps (trans still shifts worked fine for a long time after it was changed if thats the issue)
Cut a hole before the cat first so that's out of the question.
Still occurs without air filter
Cleaned maf
Head was rebuilt before I bought it, I checked it it's all good.

And what do you mean with: I think my check engine light is out so I will be checking the O2 sensor anyhow
