My cherokee: 1992 4.0L manual.

Engine cranks ok, but there is no spark and also no fuel. I have changed Camsaft and cranksaft sensors, without any help. For some reason supply voltage from PCM to sensor (CAM/CPS) is around 3.7v, I think that it should 8v ? Suply voltage to other sensors which operate at 5v, is at the moment about 2.4v. What might be reason for voltage drop ?

Another strange think which I noticed yesterday was that when I remove Cooling Fan Relay, it somewho affects to PCM supply voltage to sensors so that when relay is removed, voltage in sensors is about 0.8v.

I have also tried with PCM and situation is same also with that one.

What should I check next ?
