Im trying to find the cheapest place to get a new IAC valve

when i start my truck it revs to 3000rpm for 5 seconds then drops down to 1100

Have you checked/adjusted your TPS sensor?

cleaned it the other day and it still revs to the moon

You can't clean a TPS, effectively. Go get a new TPS and your problem will most likely be solved. Have you tried adjusting the TPS you have? It might just be out of adjustment.
