Default Charging problems

Hi everyone, i have a charging problem and a was having a intermittent code 41 for a couple of months until recently its been daily.
In january i changed the alternator and battery because both tested bad.
But it still have the same problem and its been worse. I get 12.2v at the battery/ jeep running and probe the pcm green wire and reads 11.8v so there's a short from alt to pcm wire or the PCM its bad? Recently i took out the alternator to Pep boys and it tested good 14v something. The jeep sometimes you can see the lights flickering and battery light comes on and once i turned off the jeep won't start. What it could be? I was having problem too with the blower speed selector melting the switch is this is related? Sorry about the long post but im lost here! Thanks

Forgot to mention all grounds was cleaned, battery to chassis, dipstick/block, the one on the ignition module, PCM harness to chassis and positive to fuse box.
Battery terminal and post were clean too.

Just a little FYI and update, i bite the bullet ahd bought a new ECM and that solved my CEL and charging problem.

You had a bad voltage regulator, which is built into the pcm
