Default Cars idle

I have got the jeep rebuilt, finally happy dayyyyyy, now two problems the idle is deathly low and if i don;t rev it every now and then when stopped at a red light my battery bar drops really quick, i have an engine light on for the idle control sensor i have replaced it twice and i have no idea. Also the electric cooling fan that is connected to the electrical is not turning on. It is drivable though and i'm happy again. I need to also change out my exhaust i have the muffler, i just need to clamp or wield it in any instructions.

Edit: The idle is roughly around 400-600 rpm

Mine idles round the 500-600 range. I think your idle is fine

It stalls when I start it unless I give it some gas. If the idle is ok, why does the car feel like it's about to stall unless i rev it a few times? I changed the spark plugs, the wires, oil, lifters, oil rods, serpentine belt, sensors.

There will be a little stem on the fuel rail Kinda looks like a valve stem off a tire. You put a fuel pressure gauge on there and turn the let and see where the needle is going to
