unsure of your model year etc. my 97 requires loosening the bolt in the middle of the idler below the ps pump then moving the tensioner adjustment in or out (the long bolt you speak of). i had to apply 1 ugga dugga (belt fiddle string tight) to that tensioner adjustment to make the belt quit squealing.

You need to loosen the tensioner pulley before turning that bolt to tighten the belt. You dont need to remove it, just loosen it a bit. Then that bolt to tighten the belt should be easier to turn. After you're done, the torque spec for the tensioner pulley bolt is 35 ft/lbs.

The PS bracket loosening mechanism was on the older models. 97+ is different. Like every one else said. Back out the idle pulley center bolt until it's loose. The tightness adjusting bolt is to the left of that. It's a big long sucker the runs the length behind the idler pully.

The Hayes manual has lead someone astray yet again. LOL.

Quick & dirty method to tension the belt without a krikit belt gauge.
1. Tighten belt, start engine and set blower speed to high, turn on headlights and A/C and goose the gas. If the belt squeals shut off engine and tighten the belt a little more. Start engine & test again. Repeat the above until the belt no longer squeals. The caveat with this method is to not go crazy and just crank the belt as tight as you can all at once. If you do you risk wiping out bearings/components due to too much tension.
You can purchase a Krikit belt tension gauge for ~ $20.
Spec for 4.0 serpentine belt:
New Belt: 180-200 lbs
Used Belt: 140-160 lbs

It's tricky to do with the electric fan in place. I found it much easier to get to that idler bolt by removing the upper rad support (6 10mm nuts) and the electric fan. That also gave me ample room to get a torque wrench in there to properly torque it down. However, I've done it by squeezing the boxed end of a wrench on the bolt without removing anything.

Yes, the upper rad support comes off. Mine has 6 10 mm bolts/nuts on top and 4 10mm nuts tucked under the upper grille support. You need to undo both fans (4 fasteners) from the support to complete remove it. Again, not necessary to do this for belt tensioning/removal but it really makes it a lot easier at least for me.
