The bottle is in the front left fender. I cant imagine whats blocking flow. Does it just backup in the filler neck. Its tough to get a funnel down the twisty neck

What happens exactly? Does washer fluid go down very slowly or not at all? I would more suspect that your pumps aren't working or are blocked themselves over the fill neck being blocked. It's just a plastic tank so couldn't kink closed. I can see this being a removal job to fix whatever is the issue. If something is clogging it, it'll only get pushed in and not out.

Would you mind putting a picture up of your reservoir location? I may be the only one, but I'm not understanding why the bottle is out of sight and why you may have to remove the inner fender well.... The washer pumps are behind the inner fender well on the driver side..... Washer fluid reservoir should be near the firewall on the passenger side, although it can be relocated to the driver side by the brake booster. The radiator reserve/overflow tank is forward of the washer fluid tank on the passenger side, just aft of the battery... this is all assuming it a left hand drive jeep.

Never mind that. I just learned RHD XJs washer fluid reservoir is on the port side and is indeed not visible due to being in the inner fender well......

well, in all fairness, the OP has not mentioned where he is, or if its a LHD or RHD
He does, however, seem to have the only 2001 2L I6 that I know of!

Now on my RHD 93 donor it had a washer bottle in the engine bay but on my 95 RHD, it's in the wing on my passenger side, your drivers side. I think 95 was the year it changed.
Here's a picture of it from a UK facelift I found. I'm not sure if the wing has to be removed to actually take it out.

Goodness... can't even take a few light hearted jabs. Even when the jabs point at the lack of important information provided so we can accurately help.
We ARE friendly. Extremely friendly as a matter of fact.
Should I remind you that your location does say ANYWHERE WE PARK. We now know it is in the U.S.
Thank you for the reminder that the steering wheel is on the left side of the vehicle here in the States. I was wondering why I could never get anywhere by getting in on the right side of the jeep......
There are people on this forum from MANY other countries. XJ's do exist in other countries, so there is no way we assume its automatically a left hand drive jeep. So yes, location information goes a long way so we know certain aspects of the vehicle. Those little bits of info that show up under your member handle (Location, year, model, engine) reduces A LOT of unnecessary questions and/or assumptions, and can even prevent situations like this where people get pissy because we throw a few little jabs in there.... Grow up and be a man. Take the jabs, give them back, learn lessons, then continue learning more about your left hand drive XJ in the Florida Keys. If we are too mean for your feelings and you can't take a few jokes as a new person to the forum, then take them to another forum where its run by snowflakes (FYI you wont find one). This is how we weed out the grown ups from the little boys with hurt feelings.
Someone tell me if I'm being too mean, or if the truth just hurts sometimes.....
