Default Can an ignition coil half die? 87 4.0 renix

I've got good voltage to it and a good ground as well. The spark seems really weak. The car is super easy to flood and once it is it wont start until I unhook the pump and crank it for about 3-4 minutes and let it burn up the excess fuel. I was wondering if these units can partially go out or if they are more of a good/bad type part? I just replaced the crankshaft position sensor and that didn't help. Also, the plugs, wires, cap and rotor are all new.

Is there a way to test the coil to see if it has lost power? I've searched for that but can't find anything that specifically test the coil output power.

What's weird about it is that if I crank it for a few seconds without it starting and then immediately crank it again it will start up in a second just like any other car. This is something that the truck has done since the day I bought it.(About 4 months ago) The new problem is entirely different in that it wont start up at all until all the excess fuel is burned off. At this point I think there are only two routes left for me. Sell it/trade it and get a newer, non-renix XJ or completely replace the engine harness and maybe a couple more parts. Some moron had it at some point in it's life and decided to hack up the harness for no good reason.
