Default Can bad exhaust cause engine to cut out?

I have a 97 Jeep Cherokee. I had an exhaust leak and had it welded a couple weeks ago. When getting it fixed the guy said the cat had a little rattle to it. Just a couple days ago the exhaust started leaking bad. It looks like the bottom of the exhaust blew out.
Since around the time the exhaust started leaking the first time (maybe a little before) the engine has cut out some, more whenever the engine is cold. Could this be cause from a possible clogged cat and exhaust?

I have done a lot of work to this jeep since i bought it. Has new TPS,MAP, CPS, plugs wires and cap, new front 02 sensor.

Did any of these actually test defective or were they just replaced? You can test for an exhaust restriction using a vacuum gauge.

Yes they were all defective/ general maintenance. The jeep only has 88000 miles, i believe it was sitting for awhile before i got it so have had lots of issues.

I am considering getting this catalytic converter for my jeep. Has anyone heard much about these?

I plan on getting a dynomax cat back exhaust with it.

So found out some more about my issue. I decided to check the fuel pressure on the rail again and when the engine cuts out the pressure drops from 46 to between 40-42. I have read it could be the relay but i am not sure? Any ideas?
