ok so the ac in my 1994 xj only blows when you’re moving fast, like the faster you drive the harder the ac. is that normal? or is something needing to be replaced like the blower motor? a previous owner swapped in the r-134 a stuff and it blows cold when i’m going fast but nothing at low speeds or idle.
#1 culprit to something like that is the electric fan not turning on. Thats where I would start. Turn the AC on, pop your hood and see if the electric fan is on. If its off, thats your problem. If its on, well that could be many different things.

it doesn’t blow at all when i’m sitting, it starts to blow when i get up to about 20. it’s never warm it’s always cold
Haha sorry completely missed the first part of your post. Thought you meant it didnt get cold unless you go over 20. But it doesnt work until you get to 20....

Is the blower motor running at all? You certainly should be able to hear it if it is.

ok yeah, the blower motor isn’t running at all. is it the blower motor itself that needs to be replaced or is there a way to tell if it’s a relay or something like that?
Do your front wipers work on intermittent wipe? If so then we don't need to look in the PDC. If not, check out Fuse #11 - 60A
Does the blower motor work on max at all? If so, the resistor pack is likely toast, if not, check Fuse #5 - 25A on the interior fuse board.

alright so i just replaced the blower motor and still nothing, yes my wipers work at intermittent wipe, and no, it doesn’t work on max. i will check the fuse in a sec. thanks
If it works, great. If the fuse blows, there's going to be a short somewhere if the motor you have swapped in is a known good. If it doesn't work and the fuse is fine, it'll be time to get the multimeter out and start following your power to where it stops.
With ignition on, it comes through Fuse 5, through your mode selector switch, then the speed selector, through the resistor pack (except on max), to the motor then grounds out. Past checking the fuse, the easiest place to start would be to check for power at the connector for the motor and also check the ground for resistance, it should be minimal. It's best to start there as it's the easiest connector to check and if it is a grounding issue, you'd be straight on top of it. These don't use relays and even in the later models when they do, all the current still runs through the switches so a burnt out switch is always a possibility.
